When the people of a land are wicked, “33He turneth rivers into a wilderness, and the watersprings into dry ground; 34A fruitful land into barrenness, for the wickedness of them that dwell therein.” – verses 33,34 That is, He withholds rain and dries up the rivers and other sources of water. If their land was fruitful, He makes it barren, unproductive.
On the other hand, He cares for the hungry and needy. “35He turneth the wilderness into a standing water, and dry ground into watersprings. 36And there he maketh the hungry to dwell, that they may prepare a city for habitation; 37And sow the fields, and plant vineyards, which may yield fruits of increase. 38He blesseth them also, so that they are multiplied greatly; and suffereth not their cattle to decrease.” – verses 35-38
If they rebel against God again, “39Again, they are minished and brought low through oppression, affliction, and sorrow. 40He poureth contempt upon princes, and causeth them to wander in the wilderness, where there is no way.” – verses 39,40 He brings them low and brings affliction and sorrow upon them. He judges their rulers and brings down their rulers.
Yet – “Yet setteth he the poor on high from affliction, and maketh him families like a flock.” – verse 41 Those that are not part of the evil and wickedness, He sets aside for Himself and protects them and builds them up, raising up seed after them.

g. He causes all iniquity to stop its mouth
h. He causes all who wisely observe these things to understand His lovingkindness
“42The righteous shall see it, and rejoice: and all iniquity shall stop her mouth. 43Whoso is wise, and will observe these things, even they shall understand the lovingkindness of the LORD.” – verses 42 and 43
Thank You, God, that You care about my country, about my land. Even if You judge it, You are happy to grant forgiveness and restore it again to its former greatness if those who dwell in it will only repent and cry out to You. You are a God of lovingkindness!
